I would suggest keeping him somewhere very dark overnight or when you want him quiet and this is more problematic in the summer obviously. roosters (contrary to popular belief) can also crow laying down so the small boxes people advocate rarely work. Although dark will help if he hears noises (other birds for example) then he will crow. Some roosters crow more than others, they will crow more if in earshot of other roosters and some crow less as they get older. Keeping him overnight in a well ventilated box, in a well soundproofed shed might help.
However, if you do live in an area where you will be expected to keep him quite past 10am (although I don't think this complies with noise nuisance laws?), you need to ask yourself if its the right environment for the bird in the first place. Are you a council tenant yourself?
