livery query

A lot of local farms lease fields all year round for ponies, many have been in these fields for years yet I've noticed a lot being asked to leave/having their livery ceased and appear to all want them gone before April. Is there some sort of farming legislation coming in regarding grazing livery horses on farms?. Probably haven't explained it very well!.

Is it something to do with RPA payments?  Maybe the farmer won't get paid if he has horses on the land?

It could be to make a break in the tenancy so they can not claim tenants rights. There a bit of information on different agreements on here http://www.netlawman.co.uk/dl/grazing-agreements

maybe the councils are getting tough and wanting change of use for horses as they aren't agricultural?
