Too late to start leading goats?

Hello,
We have two pygmy goats who were born in February this year. 
They are both very friendly and will happily eat out of your hand.  I have got collars on them both, but I am wondering if I have left it too late to start walking them on the leads?

It's never too late! Just less hassle to start when they are small.
However, you would find it easier if you put halters on them - that way they are a lot easier to handle as you can control the head. And generally where the head goes the body follows. With just a collar they can pull away from you; with a halter on a short rein they can't.

Are the small rope halters suitable?  Or would you recommend the more ridged ones?

Small rope ones are fine.
