Pretty blue flower - but what is it?

My sister's pretty good at flower identification but she has been stumped by this one - growing in her garden in Cambridge
Any ideas please?

Looks a little similar to a primrose... Could it be a hybrid?  :thinking:

The blue looks like speedwell (Veronica spp) but the petals are wrong. Not morning glory either. Hmm!

California bluebell (Phacelia campanularia) often found in non native "wild flower" mixes.
