I'm a great believer that rules are made for the guidance of wise men and the obedience of fools.
So if you can't make sense of the regulations then who is going to police them? (We're not talking about biosecurity here or anything that going to endanger man nor beast. It's not even on a par with having mouse droppings on the floor of an eating place - which only gives rise to a warning!)
If it were me I would go and offer my eggs to what I considered to be a suitable restaurant, and I'm sure they would be aware of any relevant legislation. I would leave it up to them to mention any problems they might foresee. If by any chance some rules had been overlooked, it's hardly a hanging offence.
