Best time to start getting rid of moss and buttercups

Hi all

Can anyone please tell me the best time to start work clearing moss from pastures? I live in France where It is still pretty wet.
Also when to start work on trying to get rid of buttercups. I have read on here about using lime. They are slowly taking over now and its time I started to get to work on them.

Drainage will be the long lasting cure but I appreciate that it may be costly.
Aeration too afterwards will help.
Ferrous Sulphate would help with getting rid of the moss but not always full proof.
