My first reaction on your post was 'HOW DARE THEY', still is actually. before you leave that forum ask them if anyone is prepared to make up the difference, don't suppose anyone will offer. However much we care about our animals, the possible £1,000 difference is better being spent on your own animals comfort than paying a bill you could reduce.(that sounds clumsy I know). And surely Luca's better going to a specialist.
As long as his best friend is there to talk to him I'm sure the journey will be fine, I talk to all my animals all the time.

I would echo what everyone else has said. You know your dog best and after the sort of life he's had it will be a doddle for him. That is a huge amount of money, most people would not be able to spend that if there was an alternative.
