Lambs mouth bleeding - developing teeth or rotten old Orf?

Treating as Orf but she is a twin small lamb and her bottom dental pad was flowing with blood today. It is very swollen and as the mum had bad Orf last year am presuming it is this BUT could it be developing teeth? The lamb is 19 days old? There are no blisters or any sign of Orf on her face. How worried should I be about the Ewe getting it in her udders? Thanks for your help.

PS - I got Orf on my hands last year and its not fun - hope I am now immune!!

Every now and again I see a little blood  when the bottle  lambs are drinking, they seem to bite they're tongue in all the excitement, as nothing else seems apparent, may be its just that. M
