Even though you are renting the land, you will stil be liable. Public Liability only does what it says, it covers you against a claim by the public for damages to them/their property.
You can still be sued for not taking adequate steps to contain the said animals in the property if they cause an accident on a road as far as I know.
You will need Insurance to cover:-
Your animals - Loss - if anything happens to the animal - for instance, we have cover on our sheep for being struck by lightening.
Walkers, other farmers with access through the rented land, and any structures or fencing on the land.
Yourself, obviously you do not want to have to sell your home or lose property because of a claim that you are not insured for.
Try the Citizens Advice Centre, Smallholder magazine for Insurance advertisements, and Farm Insurance specialists - here in Ireland most farmers are with a company called FBD, which is who we would recommend here, as they offer excellent rates of insurance to farmers for all their insurance needs covering Tractors, animals, farm shops, public, employer and employee, Market Insurance, Cars, LAnd Rovers, Farm House, animals etc.
