Tethering collar wanted

Hi, we belong to a carriage driving club who meet every couple of weeks in the summer, several people tether their horses whilst we have lunch after a drive or while we stop for a picnic. I would love to be able to teach my pony to tether just for these short spells of time. (don't intend it to be an alternative to grazing in his field) but I can't find how to buy a collar. There are a couple on ebay but they say they are 46" /60" I've measured triggers neck (he's an 11'2" Shetland cross) and his neck is 32" so the ones on ebay will be huge. Does anyone have any suggestions please.  :thinking:
