My elderflowers have been sitting for 3 days in a container with some lemon peel and raisins. I have now added the sugar, yeast and wine tannin and as soon as the sugar has disolved I need to strain it.
Its all been done in the garage and not the kitchen.
Can my pigs have the flowers and raisins etc that are left?

Did the lemons come from a supermarket or shop?  I'm guessing yes, in which case the answer is no.

I'd go with yes, not because I'm trying to flaunt the law but you have probably all ready assessed if you have paid attention to the letter of the law and therefore it's only thinking if the ingredients are safe for pigs.  Because of this I would divide over 2or 3 days and if they don't finish off after 20 minutes bin the remainder.

There wasn't that much so I gave it all to them in one go and it was gone when i next looked.

Hmm, not sure that's correct. You can feed fruit and veg from a shop or supermarket to pigs. The regulations restrict the feeding of 'catering waste'. Whether that applies in this case I'm not sure, but it's got nothing to do with the source of the lemons.
