Dexter Cow with Stiff Gait in Hind Legs

Our oldest Dexter cow, who is just over 13 years old has become very stiff in her hind legs.  She has been like this for a while and we mentioned it to our vet last time he came to do the TB testing and he just sort of shrugged it off.  Any ideas what it can be, she is very slow moving about and the others cows have sort of disowned her.  Just wondering if anyone knew what the cause could be - or is it just old age?  :(
