Congested ducts/glands

The ducts/glands about 1cm below the eyes on one of my lambs are congested and crispy. Has anyone else ever experienced this before? I can't find anything about it in any of my books or on the internet. I don't know if it is related to the above problem but her eyes are only half open but they are clear and there is no discharge from the eye itself (it is definitely not entropian). 

I've tried anti-biotics but these haven't helped - any ideas?

I'd go for bathing in salt water, boiled water allowed to go luke warm, add some salt, separate piece of cotton wool for each side.

Thanks moleskins, I'll try that. I'm also waiting for the vet to call back - maybe I need some different antibiotics for her.
