I have attached a knitting pattern for a tote bag made from old plastic bags.

Looks fun to make and good for those of you into recycling.

You would have to tailor your shopping preferences to buy in shops which have interesting-coloured plastic bags

You can also make proddy rugs with plastic bags.

a proddy rug - it's a rag rug, made by prodding bits of recycled clothes into a hessian backing.....but you could alternatively do one with plastic bags using the latch tool usually used for cut wool rugs I suppose. I'm not sure what a rug of plastic bags would feel like underfoot.
