If you are new to spinning and want to buy a cheap wheel, it would be advisable to take a friend who can spin with you when you view. S/He could then try it out - otherwise you may end up with a (still very expensive) ornament... It is quite expensive/difficult to get older wheels repaired.
I would advise you to join the local guild (there will be one near you), they often have wheels for beginners for hire and also people who can teach you. Also often wheels for sale are not advertised, but spinners know of someone trying to sell etc etc. Also while you learn on a hired wheel you can save up for a new one, possible a realy good one!
