I've got a small holding (4.5 acres) with some curtilage with a barn:

- 1960's concrete frame
- open sided
- dirt floor
- asbestos roof
- 30 feet by 73 feet.
- 15 feet away from end of neighbour's garden
- within a national park (south downs)
- medium condition.

I'd like to completely repair it by stripping the roof and adding insulated sides and roof and putting in a concrete floor

My question is:

Is it reasonable to call this a repair or is this something that really needs to go through the planning / permitted development process.

The latter is something I'm keen to avoid if at all possible, but would like a balanced opinion on.
