Should a ewe be pushing if there is no water bag showing?

Got a shearling pushing and breathing very hard, will get up and scrape about then wedge her back end in the corner  :tired: i'm worried as no water bag showing yet and I dont want a prolapse! Clear discharge and plenty of it.

I'm sure i'm over worrying but piece of mind would go down well right now!
