Yorkshirelass's link makes a case for later lambing ie min April and possibly May if virus is known to be in the area to reduce risk (ie putting ram in December once midges are non active).

I think its getting harder and harder to judge when midges are non active I had fuschia's hydrangeas not to mention choisiya hebes primroses and a few other plants flowering in my garden on christmas day the reason no frost and plenty of midges.
