I have your answer..... I have 3 pockets of land that I use and they are all about a mile apart, I phone up the rural payments agency and put in a querie if I need to have seperate holding number for each area.....the answer was no as I can move my sheep around within a 5 mile radious with the same holding number. there you go ( not sure where u are we are in kent england) might be differant for scotland or wales.

My take is that that would probably only apply to land with holding numbers.  For grazing neighbours lawns, you would definitely need to contact DEFRA or SEERAD to find out the rules, as they will not have holding numbers and it is likely to be the case that you cannot graze them on land which is not registered as a holding.  Also, the animals would need to stay in each area until the standstill had passed ie 6 days in England, 13 days in Scotland.  With pigs, apparently you can get a 'walking license' so you can take them along a predetermined route off the holding for a regular walk, but I have not heard of that for sheep.
You could also find problems with poisonous garden plants and a lack of fencing in domestic gardens.

Its not just pigs,Harness Goats can do the same thing but both animals are in hand so to speak.
That's why we find it so difficult to meet and practice with our H.G.'s nowadays!First the land has to be inspected (for which you pay)even if it has never had animals on before! Then theres all the movement liscences on and off,and tthe vet to examine your animals when they go on(again for which you have to pay...no wonder no one keeps goats anymore!...yet the Alpaca's see to be able to do what they like...guess money talks! ;)

If you own all the land that you propose them to graze then its not a problem (and its within distance), if your saying that your neighbour wants to borrow them for their garden - then you will need documents and for that they will also need a holding number.

The whole idea of having transport/movement licenses is so that the movement of animals can be traced if something goes wrong.  If people where allowed to 'lend' animals as if they were just literally a lawnmower from the shed it kinda destroys the point of the system.

My understanding - and i have made the phone calls - is that you should have a CHP number for all the land you use for grazing sheep.

+ Movements within any one CHP do not need reporting if the distance is less than five miles

+ All movements from one CHP to another have to be reported within 36 hours no matter how futile.  So you have to maintain a records book per CHP

+ Only the Rural Payments Agency can issue CHP's.  This is the declared not-fit-for-purpose agency and they are unhelpful

+ If you rent/borrow or steal someone else's land which has no CHP then your "local" Animal Health office can issue a Temporary CHP.  Temporary doesn't mean what it says - it can exist for ever but anything born there actually has to be recorded under the main CHP. So tags are always from the main holding.  Not sure how the annual return works yet.

I use land owned by three of my neighbours.  Animal Health (who are really helpful) issued a Temporary CHP the same day after I emailed a plan showing my CHP and the extent of my neighbours' land.  The only snag is that every time I open the gate between my land and any of my neighbours land I have to send in the paperwork to Trading Standards.  But at least one CHP covers all of it.

Get a temporary grass keep CPH and then as for the land to all be put on an SOA - sole Occupancy Agreement - this will mean a visit from a grumpy vet who doesn't see the point of doing it but they will complete paperwork and send it to DEFRA, at DEFRA's expense and then you can move up and down the road as much as you like without restriction or recording of movements.

I believe the 5 mile or 5km rule no longer applies since the new recording rules where brought in at the beginning of this year in England anyway.

this is so amasing.......very difficult to know what right and wrong, I would have thought defra would have a list of rules that is sent to everyone with a holding number and re sent if there is a rule change !!! then we may know whats going on....
