I just give mine hay when locked up at night and they rarely eat it!  Goats are fussy eaters no matter what folk tales are and if you give them too much hay they will pick through it. I have two goats and a section of hay will last a week in the stable, they have a feed at night so I presume they must chew the cud all night. I have mine in a proper, narrow guage metal hay rack and have little on the floor. So perhaps you are giving them the choice of too much to pick through.
