Round up gel

Sorry if this is a daft question.
I've recently seen that round up gel advertised which looks like you just smear it on to weeds.
Is this the same as weed wiping?
We have thistles which I tried to dig up last year.
Worse still, we ended up with a pile of reeds/ rushes from the wet weather. I'd love to get rid of those but digging them up is an impossibility. There are loads of little ones.
I've not used any chemicals before but I'm tempted with these.
Do you think this round up stuff would work on them? And is it safe to use on grazing land on do you need to keep livestock off for a period of time afterwards?

use grazon 90 you still need to give 2 weeks

If Its Grazing land use either Grazon 90 (which licence expires soon so will start to be in short supply) or Pastor.
