Presumably they have less restrictive F&M regulations? It wouldn't be worth the effort of training one for those that can't travel off their own land. Pity, as it would be good to have a multipurpose animal for those of us who don't have enough space for horses and cows. Although I suppose theres no reason you couldn't milk your riding horse  ;D .
