Right, overrun with grass, waiting for mower for what I want done and have offered the rest of place to neighbour for grazing their cattle herd.

I've had a TLA  in the past and I have looked on line but either can't see the answer or not reading right.

I know, if he "marks" 3 fields for his use, he doesn't need to do TB test or movement report to come on/off.

But, can I still move my sheep off/on, to another property (some free grass I get each year, no good for big machinery) without affecting his movements? (My sheep would be On different fields here altogether.)

I think you are talking about a tCPH? 

If so, then it is the other farmer who would apply for a tCPH on the fields they will use. 

You and the other farmer must not both put livestock on those fields.

As far as I know, your movements would not be affected except if the other farmer comes under any TB restrictions.  Be aware that if the other farmer had restrictions applied at the home CPH, these same restrictions would apply to the tCPH.  If the restrictions extended to adjacent fields/holdings, then the restrictions would also apply to your CPH.  As far as I am aware, bTB movement restrictions arising from detection of bTB in cattle almost never extend to sheep, so if it's only sheep you'd want to move, then it shouldn't affect you.
