Croft owner info unobtainable? Help!

Hello!
We are tenants of a croft we were fortunate enough to get not long ago and are attempting to renovate a derelict croft and croft house but require a Building Warrant to do the appropriate changes. We are unable to obtain the required name, phone number, email, etc. of the land owner for the application. We checked the land register and the info is listed as "none" for everything owner related (our own info is there and proper for the tenant though). We spoke with the people we purchased the tenancy through but they are refusing to give or even request the information from the owner.

So, how do we proceed? Any advice or suggestions are appreciated. Thanks again!

Surely if you are tennents you pay rent so who does the rent go to?
