Title: Fire Blight in Apple trees

Last autumn I bought some bare root apple and pear trees over the internet from a reputable source in an effort to create a small orchard. Today I noticed some brown, dried, curled up leaves on all 15 trees. I have checked the internet and the disease I keep coming back to is Fire Blight, however one of the sites I looked at stated it is only found in the south of England (we are in the north of scotland), another site says this is reportable to the local authorities. Before I go causing a panic around the north of Scotland apple growing community can anyone tell me if they have had the same problem and if so, how best to treat it if at all possible.

I did think I had a few branches with fire blight on plum trees, but I am not at all sure - cut them off and burned them (lanarkshire)
