I just stumbled across this (http://news.scotland.gov.uk/News/New-bovine-TB-controls-1e2c.aspx)
There's no suggestion of routine testing, but there is new legislation covering reporting and handling of TB in non-bovine species in Scotland. And there is compensation payable if this leads to compulsory slaughter.
