Can someone please tell me how to highlight a section from someone's post in order to refer to it?

When there have ben lots of replies to a post and someone wants to refer to one particular reply, they seem to cut and paste it and highlight it in a box then add their bit underneath.  That's what I can't work out.

In the top right hand corner of the post - use the 'Quote' button :)
