my sisters neighbor just installed a sonic scared to keep cats away from the communal areas without consulting the residents after talking to the Sspca we were advised to remove the batteries as it was placed less than 5 feet from her door and she has indoor cats and a dog that are being stressed I know there is something that can be done but I cant find where the law on council community access is I know he can’t install it without permission and the radius of it is 30 ft he has also used cat repellent but he made threats against my sister including calling her a crazy psychotic bitch we need help environmental health told us to make a complaint which we did but we need him to shut it off till it’s sorted if he is allowed  he is always verbally aggressive and we have had enough if anyone knows what we can do please help just for reference it needs to be Scottish law or Scottish council please help

I am sorry I dont have any advice for you but this type of thing makes my blood boil so I sympathise with your sister.
Having to put up with inconsiderate actions while trying to care for animals affected must be extremely stressful and frustrating with no easy route for resolution.
I am surprised the SSPCA can't intervene more as its the animal's welfare they should be interested in.

I am sure there is some law which states that you are entitled to 'go about your own peaceful and merry way without undue interference from others', or something similar, which this should fall under. 

We had similar issues with a neighbour and only found this out when things boiled over and the police became involved.  Previously they had not wanted to know when we reported that we were having issues, so you may need to push it with them to get a response. 

Neighbour issues have become more far prevalent. so most forces now have someone who is specifically trained to deal with that sort of thing.  I am talking about England in my case, so am not sure if the laws are the same in Scotland.
