it says on the defra info somewhere that part of the act is "devolved" so the major change would apply to England etc.
Read the info first, so you know what they mean on some of the questions!
(I was very tired when I did it, maybe it was just me!)
as the owner of a nervous aggressive rescue german shepherd, it concerns me rather. my dog is ALWAYS muzzled off our property, but is often harrassed by other dogs that aren't on a lead. and we get dogs coming onto our land.
so I have strong opinions, but feel abit "no - win" ....

I know exactly how you feel little blue. I have a nervous aggressive German Wirehair. She has always had this problem - we got her at 4 months. She is muzzled in public too, but I have stopped taking her on a local popular walk as so many people just let their dogs off (including me with my other dogs, I must admit, I do put them on lead if there are any issues)and there are some dogs that insist on being TOO friendly. Not a fault you might think, but it is a worry - for Hester as well as me.
