I need an electric fencing reel system  where is the best place to buy one from  at least 500m needed

E-bay. There are several good sellers, I recently bought some off two, one delivered in 24 hours, the other in 48.
 You can compare prices and check the quality of the rope or tape. I recently tried to buy local and the stuff the chap was trying to sell me was twice as expensive and useless. Look for the amount and type of metal strands used, it makes a huge difference in the conductivity.
