This must be a really obvious question, but do you apply for a flock or herd number before or after you get your livestock? (We already have a CPH number).

Before. You will need to have eartags with your number on to tag lambs and replace any lost tags on bought-in sheep.

Up here I was told to get my sheep and apply for a flock number afterwards - as they do come with their (home) flock number anyway. Only once you have lambs born on your holding will they have your number.
That way they only give out number to definite owners of sheep, not potential ones that may never get round to actually getting their sheep....

I'm in Wales but when I phoned about a flock no they told me to get the sheep first which I did.

You can do either - you don't need it beforehand but they'll give you one. I think you need to register that you have sheep (cattle or pigs) ie get a flock number within 30 days of getting them.
You don't need the flock number for the movemet licence, just a CPH
