at what age are sheep, in particular Rams, fully grown?

In their fourth year they will be fully mature, but frame size may be acheived alot earlier depending on feeding

Does it depend on breed?
Our Rough Fells were adult sized as shearings (18 months) but probably not fully grown til the year after.

Different breeds if fed the same would still grow at different rates . Adult size yes but i bet that your 3sh  could be 20kg heavier than shearlings

Ouessants get measured they grow generally into their second year and are considered mature ( ie not growing any more) by the time they are three years old
