Does anyone know about this cesspit licence we are supposed to apply for and where do we get it from? A friend of mine said i will be fined if i dont have one or is she pulling my............

They arent pulling anything, although if you are in England you are off the hook for now, as the planned register has been delayed for more consultation

If you are in Wales you need to register by 31 Dec 2011

If you are in Scotland you need to be registered

NB some older tanks/cesspits were 'deemed authorised' so it may not be necessary to do an app - quote
" Existing discharges previously regulated by a consent issued under the Control of Pollution Act 1974 (CoPA) were deemed to be already authorised under CAR on 1 April 2006. If you hold CoPA consent, you do not need to apply again under CAR. To check if your discharge has CoPA consent, please contact your local SEPA office to request a search of our records."
Basically contact Sepa and they will tell you if you need to register. We did and the most challenging bit was working out all the grid references but fairly painless apart from that.

What happens if you are only renting? Is it you or the landlord that has to get the licence......don't be too long answering cause I'm dying to go...........

I would think it really would be the landlord, after all it is their tank and they also will be the only ones who know all about where the pipe runs go etc. Would not think it would be the tenant, altho Im sure defra/sepa/welsh equivalent could confirm.

As far as I know its only new 'structures' that need a new license - I think if its an already existing pit with a pipe going into a field somewhere(!?) you dont have to bring it upto a (the current) standard.
We all have off grid (presuming) cess pits here and most of the pipework has long been forgotten.
I have not been asked for the positions of any of my cess pits in current use,
- but I am however appling for a new toilet block for our campsite.
I am aware that any new s**t pits that are dug have to be of the current legislation. There are loopholes but who wants the stress?
