So in theory, I could install a wind turbine, not use it, get a fat cheque from the national grid and spend the money on heating oil.

Well I get paid 9p perKwh as apposed to more because my station has been active for 5 years. If I put a new one in I would get considerably more! But the electricity is still the same ::)
