Greyface Dartmoor tup with itchy legs.

I have a Greyface Dartmoor Tup and he has always suffered with itchy legs below the knee. Every chance he gets he stands scratching his legs on buckets and posts and steps.   They are very sore and painful when you touch them. 
Has any one got any ideas as to what could be the cause or is it just something in the breed because of the amount of wool on the legs.

Thank you for the replies. I've looked at some pictures and read about it and it looks like a mite infestation. The tup is kept in a paddock next to two lambs one has lost alot of wool and the other keeps biting her wool out could they have the mites too? We treated them with an injection of Ivomec for scab but it has had no effect.Do you have any suggestions of what to treat it with. Would Crovect or Clik pour get rid of it?

These symptoms are a lot more serious than those you first posted ref the tup and either lice, scab or both are likely so get vet checked. A single ivomec inj would not kill scab, you need two and a move to clean pasture. Nor would it kill lice. See your vet
