Plant clogging up the stream

Does anyone know what this plant is, its a nightmare, grows in water and its roots hold the sediment so the streams gets clogged and silted up.

It doesn't seem to be poisonous as the sheep eat it without any ill effects.

Its a member of the carrot family. Looks a bit like greater or lesser water parsnip although these are both poisonous to humans at least.

Thanks Terry - is there any way to clear it, I have a stream running for about 500m through my fields and its totally clogged up already. I've looked online for a herbicide suitable but couldn't see anything
