The answer is yes - potentially.
But it not just a case of throwing money at it and doing it in the first 5 years, this will probably take time.
1. Could I put an entrance from the road onto the land, with gates for security?
No - not if its not there, you will need planning. If it is there and for private use you can build what you want as a gate - but if your opening it to the public you will need the highways agency approval for the 'line of sight' to the road.
2. Could I put a concrete hard stand down if so what size?
Yes you can put down as much concrete as you like provided its not on agricultural land - ie on the drive or previous hardstanding areas.
3. Could I put a static on the site on the concrete stand?
No - not without planning or proving that you are onsite looking after barn renovations or certain stock that may require it at certain times of year.
4. If yes can I leave this on the site regardless of the duration of use restrictions?
5 years is the max for a caravan for security otherwise full planning is needed for the static
5. Once the static is on and settled can I upgrade to the use of a dual static concept, I.E. twice the size?
Yes but planning will be required.
6. What are the restrictions on a laid road onto the site regardless of the above?
As far as I know tracks are fine - but you would have yo get planning or permission for what you are building a track too.
7. Can drainage be connected to the row at some stage in the future bearing in mind it is already running past the plot for the other residents?
Yes - but you will have to pay for the connection - you will need to have inspectors there to sign it off
