Sheep licking grass

Hopefully someone has come across this. I have a sheep that is not eating the grass - he is licking it. Otherwise he is perfectly healthy. If I feed him the grass then only does he eat it. He is 18 months old. Any ideas what the cause could be? He started this behaviour 2 weeks ago. He is a merino and I farm in Mpumalanga, South Africa

How are his teeth?

Live in a cohousing community with small farm for our own use.  Dairy cows (rearing their own calves for beef), pigs, sheep for meat and fleece, ducks and hens for eggs, veg and fruit growing

Teeth fine! Out of herd he is the only one displaying this.

What does he eat?   Does he have access to water?  Could he be licking dew from the grass?
