Planning officer is a pleb !!!!!

Confused today :( always been told that i can have a non-fixed feed store or shelter on the land.  Even though i have pigs on the land now the PP man said that i need to have planning to even think about putting what i want on there.  We've 1 (ish) hect of land with the 5 gilts, 1 sow and her 3 babies.  I want the land to eventually have the pigs and my horses on it so obviously i need a feed store/hay barn (barn sounds big but i mean a stable size kind of structure) oh and he said i need planning for a caravan and poly-tunnel.

I live in South Wales if that makes a difference ....... any1 shed some light on this?

Might take our c-van up just to annoy him as i know i can have that on there without PP as it counts on the 28 day rule

You're right about being able to have a caravan without planning. A polytunnel is a different matter as many areas now require planning. If you ask the planning authorities they will tell you you need planning for everything. Better to have a word with a planning agent - it will cost you but may stop you getting into planning's clutches without need. This is typed with great feeling! >:(

Planning Offices have had to be self financing for a number of years now.  Hence - if they can get plenty of applications submitted, and refuse them 2 or 3 times before letting them through they can employ more staff ;D

Pfft money grabbing *!$"£%$^%(^"%$ !!!!!!!!!!!!! Gona take my cvan up there now just to annoy them lol will get some more replies (hopefully) and i'll stick a shed up anyway

now there is one thing i like is a good splat we built our shed without pp some nugget informed them and they dully attended
we won  and also won planning for the signage BUT we researched it all first and enjoyed every minute of it

I phoned up the planning dept, without a name or any particular bit of land mentioned , asking about stables ... yes you do need planning UNLESS it is for a working horse . So all your horses are working horses , even if they aren't there !!!!   
 I don't know if they have changed the rules , as they are apt to do !! , but that was from the horses mouth so to speak .
Worth giving them a call anyway , but do not mention your name or any specific land site ... just a general question .
Thats if you can't just do it anyway ...f*ckem !!!

Hi i did that :) told him the village that the land was in and he still said we can't :( humph !!!!!!!!!

Here's a Linky  that might be some help.

As far as I understand it a structure is something which is built from the ground up, so a horse shelter on skids which can be moved about obviously is exempt.  I remember years ago someone wanted to put up an aerial for his "ham" radio.  Planning said no.  He built it on the back of a pick up truck.  ;D ;D

I am not certain whether they have changed something about caravans though, but I am pretty sure one would be OK.  Do some Googling

Thanks for the link :) i read that after i phoned the pleb PP officer as i was really angry.  We're going to put up a large shed with scaplings as a base and say sod it let ppl complain

Welshlass it's a nightmare if you get on their radar hard as it is and believe me I had 2 yrs of it it's best not to wind them up. We started with a large mobile field shelter on hardcore but they got a complaint and that was it they wouldn't let go. In theory you can have a mobile shelter but different councils react differently some accept others won't and interpret the planning regs as they bloody well please to make money. I had to apply for PP and did eventually get it thousands of pounds and 3 refused attempts later. I only got it after I employed a specialist equestrian planning consultant which of all of it was the best money I could have spent. These were Equestrian Design a guy called Andy Woodward. Highly recommend you get professional advice as I can virtually guarantee your council will not stop hassling you until you apply and it ends up taking over your life.
Good luck as I fear if your local council enforcement aka job creation dept get their teeth into you you will need all the luck you can get. Sorry just my bitter experience.

Why not use an old van still on wheels and drivable but off road tax wise. Mobile, waterproof and rodent proof. See if someone is watching what you do for a while and then build!

Another good forum that is a very useful resource for planning law is called fieldToFarm. I haven't added a link as I don't want to be regarded as a spammer or in any way promoting the site. I am not affiliated with them, I've only bought and read his book.

I second the Field to Farm Forum.
Planners basically don't care what you do as long as no-one brings it to their attention. As soon as anyone complains, they are duty- bound to investigate. Don't wind them up and don't make enemies of them. We live in an area where the neighbours are so vicious and vituperative that it makes the planners seem miracles of sanity and restraint in comparison!
